SUMMARY
Synopsis
of Bill
House Concurrent
Resolution 2 propose to add a new joint rule that
would limit the number of bills introduced by each member of the state
Legislature to ten bills during each legislative session. The limitation does
not apply to simple or joint memorials or to resolutions, does not include five
bills endorsed by an interim legislative committee, and the limitation may be
suspended in either house by two-thirds’ vote. Each legislator can trade their
allotment to another legislator in the same house.
Significant Issues

HCR 2 does not address
capital outlay requests.
