SUMMARY

     Synopsis of Bill

HB 909 appropriates $450.0 from the general fund to the New Mexico State Highway and Transportation Department for FY 2004 to develop a transportation hazard detection and warning system project for interstate highway 10 (I-10) from Deming to Lordsburg.

     Significant Issues

The State Highway and Transportation Department, District 1, recommends that the bill include I-10 from the Arizona to Texas state lines and not limit the Department to the portion of I-10 from Lordsburg to Deming.

FISCAL IMPLICATIONS

HB 909 appropriates $450.0 from the general fund to the State Highway and Transportation Department in FY04 to develop a transportation hazard detection and warning system.  Any unencumbered or unexpended balance remaining at the end of FY04 is to revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

The State Highway and Transportation Department believes the bill will have minimal administrative impact.

TECHNICAL ISSUES

The State Highway and Transportation Department recommends that the bill read, “develop and/or implement” instead of “develop.”
