SUMMARY

 

     Synopsis of Bill

 

House Bill 674 appropriates $50.0 from the general fund to the Office of Cultural Affairs for the purpose of curating an exhibit of southern New Mexico arts at the Museum of Fine Arts in Santa Fe.

 

     Significant Issues

 

The exhibit shall include a catalog, packing and shipping and travel expenses of the curator to review and collect the artwork from various locations in southern New Mexico.

 

The Office of Cultural Affairs notes such an exhibition would allow the state Museum of Fine Arts, a unit of the Museum of New Mexico system within the Office of Cultural Affairs, to exhibit the work of living artists from the region south of Albuquerque to El Paso.  The proposed exhibition would be publicized statewide and accompanied by educational programs and outreach.

 

FISCAL IMPLICATIONS

 

The appropriation of $50.0 contained in this bill is a nonrecurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY04 shall revert to the general fund.

 

It is anticipated that such an exhibition would result in increased attendance and revenue at the museum by New Mexico residents.

 

ADMINISTRATIVE IMPLICATIONS

 

The Museum of Fine Arts expects modest staff time in the development of the proposed exhibition for all staff members involved in exhibit development, design and fabrication, catalog creation, marketing and promotion related to the provisions of this bill.  It is anticipated the Museum of Fine Arts curator would travel to multiple communities throughout the southern New Mexico region in order to select artwork for the proposed exhibition and catalog.

 

OTHER SUBSTANTIVE ISSUES

 

The museum’s mission is to exhibit and interpret the arts from the entire state.  At present, the museum is unable to fulfill this mandate for the more distant communities due to lack of funds.  With funding from this bill, the museum could expand its reach to showcase the outstanding arts of this underserved region, which has been traditionally overshadowed by the more widely-known arts centers.
