     Synopsis of Bill

 

House Bill 619 appropriates $103.5 from the general fund to the Board of Regents (Governors) of San Juan College to hire a director and staff for the First Tee program of the Riverview Education and Recreation Center to provide programs for local youth.

 

     Significant Issues

 

A request was not included in San Juan College’s budget request to the San Juan College Board of Regents, and thus was not included in the list of priority projects submitted by San Juan College to the Commission on Higher Education for review.

 

 

FISCAL IMPLICATIONS

 

The appropriation of $103.5 contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

 

AMENDMENTS

 

The CHE suggests adding the following language for all new recurring higher education programs (assuming that funding will continue beyond 2003-2004):

 

“A plan for a program evaluation, including specific program goals and criteria for assessing program effectiveness, shall be submitted to the Legislative Finance Committee and the Commission on Higher Education by October 1, 2004.  An assessment of the program will be completed prior to June 30, 2005, and submitted to the Legislative Finance Committee and the Commission on Higher Education.”

 

OTHER SUBSTANTIVE ISSUES

 

The First Tee program is a golf instructional program that targets Navajo Youth, ages 6-18 years   old.  The program will be operated during the summer months and held at the Kirtland Golf Course near Farmington, New Mexico.  Golf programs, according to the DOH, are currently part of the athletics programs in San Juan County.  This bill provides opportunities for youth from low income and minority groups to develop skills a s well as enhanced self-esteem related to their succeeding in athletic endeavors.

 

POSSIBLE QUESTIONS

 

  1. This appropriation appears similar to the $100.0 appropriation in HB 529.  How are they different?
  2. Has SJC agreed to act as fiscal agent for the program?
  3. How many youth might be involved?
  4. Will it be necessary to transport any of the participants to the golf course?
