SUMMARY
Synopsis of Bill
House
Bill 551 appropriates $500,000 from the General Fund to the Office of Indian Affairs
for
contracting services for the Boys and Girls Clubs in Shiprock, Tohatchi, Pine
Hill, Dzilth-na-o-dith-hle, Tohajiiilee, and
Significant Issues
The Office of Indian
Affairs reports the clubs need to
provide services, programs and support, and development programs that provide
young people with the skills to overcome threatening challenges and become
responsible citizens and leaders. The
programs offer activities supervised by professional, caring adults. There must be a safe place for children to
learn and grow free of many challenges such as substance abuse, neglect, AIDS
and poverty faced daily by many children. Currently 83 clubs of this nature
operate successfully on Indian land.
FISCAL IMPLICATIONS
The appropriation of $500,000
contained in this bill is a recurring expense to the General Fund. Any
unexpended or unencumbered balance remaining at the end of Fiscal Year 2004 shall
revert to the General Fund.
