SUMMARY

 

     Synopsis of HAGC Amendment

 

The House Agriculture and Water Resources Committee (HAGC) Amendment to House Bill 516 sets up two different implementation dates: July 1, 2003 for trout-water anglers and April 1, 2004 for warm-water anglers. Trout-water and warm-water fisheries are defined in regulation. The amendment would likely not have an impact on the revenue projection, according to the department.

 


     Synopsis of Original Bill

 

House Bill 516 would add a new license type to the “classes of licenses” statute. The State Game Commission would be authorized to offer this new license type and validation for $3.00 to fishermen effective July 1, 2003.

 

     Significant Issues

 

The Department of Game and Fish reports that anglers in New Mexico can already use two fishing rods to fish in warm water fisheries.  House Bill 516 would allow anglers to use two fishing rods in all New Mexico fisheries.

 

The department has a license year that begins on April 1st of every year. If this bill is enacted, the department will have sold licenses, without the second pole validation, for three months by the effective of the second pole validation.

 

FISCAL IMPLICATIONS

 

House Bill 516 does not contain an appropriation. Enactment will have an increased expenditure impact on DGF, who will be required to revise and publish its proclamation, if the effective date is July 1, 2003.  Additionally, depending on the department’s plan, the new second rod validation could add cost for implementation if new licenses are required.

 

DGF estimates increased revenue from enactment of HB516 of $225.0 annually to the Game Protection Fund. Assumptions are based on 30 percent of license holders choosing to purchase the validation.
