SUMMARY

 

     Synopsis of Bill

 

House Bill 393 creates a new, non-reverting fund, the Higher Education Performance Fund. Money in the fund is appropriated to the CHE to provide funds to those public, post-secondary institutions meeting annual performance targets.  CHE is authorized to develop a system to annually assess performance of public post-secondary educational institutions.

 

 

 

 

     Significant Issues

 

HJM 27 requests the CHE, public post-secondary educational institutions, Department of Finance and Administration and LFC to develop recommendations for implementation of a performance evaluation process to determine funding distributions from the higher education performance fund.  The recommendations would be made by the CHE to the LFC and DFA by September 30, 2003.

 

This is a Legislative Finance Committee-sponsored bill.

 

FISCAL IMPLICATIONS

 

No Fiscal Impact.  This bill does not include an appropriation.

 

OTHER SUBSTANTIVE ISSUES

 

CHE notes this bill reflects the Blue Ribbon Task Force on Higher Education-recommended Base Plus Incentives funding approach.
