SUMMARY

 

     Synopsis of Bill

 

House Bill 373 amends the Interagency Coordinating Group provision in the Children, Youth and Families Department (CYFD) enabling statute by adding members to the standing Interagency Coordinating Group and changing the duties of the group.

 

HB 373 substitutes the Lieutenant Governor for “a member of the governor’s office” and makes her the Chair of the group; requires the group to assist the Governor’s office in “coordinating services and developing cross-agency goals for the participating agencies” in meetings convened by the Chair for that purpose “no less than quarterly”; and eliminates the Children, Youth and Families Advisory Committee, which the statute previously charged with planning and coordinating services in conjunction with the Secretary of CYFD.

 

The newly created group adds the Secretary of CYFD, the Director of the AOA and the Lieutenant Governor, who will join the Secretaries of Finance and Administration, Health, Human Services and Labor, the Superintendent of Public Instruction and the Chairman of the Joint Interim Health and Human Services Committee in assisting the Governor’s office.

 

     Significant Issues

 

HB 373 shifts the direction of the Interagency Coordinating Group from the Secretary of CYFD to the Governor’s Office in order to effect both coordination and cross-agency goals.

 

ADMINISTRATIVE IMPLICATIONS

 

The agencies included in HB 373 can complete the provisions of the bill with existing staff resources.
