SUMMARY

 

     Synopsis of Bill

 

House Bill 340 appropriates $1,500.0 to support the Baldrige Criteria for Performance Excellence. Strengthening Quality in the Schools (SQS) is a community-based organization that  works for continuous improvement of student performance and the quality of New Mexico’s education system.

 

     Significant Issues

 

According to SDE, the legislation supports a systemic, systematic process for continuous improvement of student achievement, with a “no excuses” approach that all students can learn regardless of poverty levels, language differences and other demographic challenges. SQS provides an organizational wide approach to training with Baldrige based assessments aligned to Educational Plans for Student Success (EPSS), deployment of aligned strategies to improve learning systems and the use of data to track progress and use results for improvement.

 


FISCAL IMPLICATIONS

 

House Bill 340 appropriates $1,500.0 from the general fund and is recurring. According to SDE, the funds would be utilized to support, meet and expand resource needs for school district teams and key system owners identified in the legislation.

 

ADMINISTRATIVE IMPLICATIONS

 

No additional FTE are required. The training will provide for the capability of school districts to include the process into the day -to -day operations of the school.

 

DUPLICATION and RELATIONSHIP

 

Duplicates SB-306 and relates to HB083 and SB009.

 

OTHER SUBSTANTIVE ISSUES

 

SDE notes that a majority of the academic achievement performance measures identified for public schools will enhance the intent of the program-based budgeting measure for public schools and will add value to the public school measure that addresses positive involvement of stakeholders and partners with public schools.
