SUMMARY

     Synopsis of Bill

HB 326 appropriates $30.0 to the Corrections Department from the general fund to provide

transportation and housing for children in need who are visiting their mothers at the New Mexico Women’s Correctional Facility.

FISCAL IMPLICATIONS

The bill appropriates $30.0 from the general fund for FY04 to the Corrections Department to provide services to children visiting their mothers at the New Mexico Women’s Correctional Facility. Unspent balance remaining at the end of the fiscal year shall revert to the general fund.

The Corrections Department estimates that most if not all of the $30.0 would be used before the end of FY04.

Funding is provided for one year. Additional funds would need to be appropriated in future years if the services are to continue.

ADMINISTRATIVE IMPLICATIONS

The Corrections Department states that this bill would probably cause a minimal or minor increase in the administrative burden on Department staff in implementing or overseeing the program.  The Department would probably contract with some entity to primarily supervise or administer this transportation/housing program since the Department itself does not operate the women’s facility.  A private contractor operates that facility.
