SUMMARY
Synopsis of Bill
House Bill 296
appropriates $243.5 from general fund to the SDE for expenditure in fiscal
years 2003 and 2004 for the purpose of extending a professional development
network of New Mexico secondary school teachers to improve the reading,
literacy and technology skills of their students.
Significant Issues
The SDE believes this
bill capitalizes on the existing New Mexico technological structure to connect
classrooms, and stress the use of technology for use by both students and
teachers. Many research studies have
concluded that professional development is crucial to continued to continue to
improve the effectiveness of the public schools.
FISCAL IMPLICATIONS
The appropriation of
$243.5 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance
remaining at the end of fiscal year shall revert to the
general fund.

Regents of NMSU to create a center for border superintendency to better prepare
and provide professional development for superintendents to improve education
along the United States-Mexico border.

DISTRICT TRAINING AT SAN JUAN COLLEGE, appropriates $155.0
from the general fund to the Board of Governors at San Juan community college
for fiscal year 2004 to develop and implement a school district training needs
program, including programs that will lead to program participants becoming
