SUMMARY

     Synopsis of Bill

House Bill 232 enacts The Emergency Powers Code, calling for a recompilation of all existing New Mexico statutes relating to disaster relief and emergency management into one comprehensive code.

     Significant Issues

The bill will enable individuals to pull all statutes relating to emergency powers from one section of the law.  Enactment of HB 232 will make it easier for state and local governments to respond to an emergency by facilitating access to the relevant statutory authorities.

HB 232 is one of several emergency preparedness bills prepared in the wake of September 11th.  Department of Health (DOH), the Department of Public Safety (DPS) and the Attorney General (AG) conducted a number of town meetings to receive public input. The bill was presented to the Corrections Oversight and Justice, Information Technology and Health and Human Services interim committees.
