SUMMARY
Synopsis
of Bill
House Bill 226 appropriates $100.0 from the
general fund to the State Department of Education to support in collaboration with
the
Significant
Issues
The provisions of this bill will allow the
development of a museum-based community summer early childhood day program. As
envisioned, the program would serve 110 students and have a pupil-teacher ratio
of one-to-six. Fifteen of the projected twenty-four teachers will be bilingual
in Spanish and English.
Positive experiences in a school and school-related
setting in the early years are crucial to the later school-related success of
children. It appears this project is
targeting a school with large number of students who qualify for Title 1
assistance who would certainly benefit from the summer day camp experiences.
FISCAL IMPLICATIONS
The appropriation of $100.0 contained in this
bill is a recurring expense to the general. Any unexpended or unencumbered
balance remaining at the end of fiscal year 2004 shall revert to the general
fund.
