     Synopsis of Bill

 

House Bill 37 appropriates $119,149.0 from the general fund to the SDE to provide an eight percent salary increase for all public school employees.

 

FISAL IMPLICATIONS

 

The appropriation of $119,149.0 contained in this bill is a recurring expense to the general fund. The funding would flow through the State Equalization Guarantee formula.

 

ADMINISTRATIVE IMPLICATIONS

 

None to the SDE, School districts would implement the salary distribution.

House Bill 37 relates to compensation recommendations by the State  Board of Education, Legislative Education Study Committee,  Executive and  Legislative Finance Committee.

 


OTHER SUBSTANTIVE ISSUES

 

If the legislation is enacted, the level of funding included in the bill would significantly reduce the available recurring revenue for FY04.  The balance of approximately $13 million would have to meet the needs of other state government entities including public school support.
