SUMMARY
Synopsis
of Bill
Senate Joint Memorial
5 requests CYFD, Department of Labor, DOH, and other appropriate agencies
identify direct dollars being expended for out-of-school programs. All participants in the cooperative agreement
advisory committee are to issue a summary report of total dollars by county and
municipality by program area and impact, and make recommendations on issues requiring
further study. Expenditure information
is requested for fiscal years 2001-2003.
The memorial requests that a formal report be presented to the
Legislative Education Study Committee by November 2003.
Significant
Issues
CYFD states that this information was provided in calendar year 2000 as a result of a previous Senate Joint Memorial. They will use the previous information as a baseline for the requested information.
FISCAL IMPLICATIONS
Administrative costs
may be incurred in this study, especially if a contract is used to obtain the
requested information. No estimate of
required funds was provided by responding agencies.
ADMINISTRATIVE IMPLICATIONS
If the Legislative
Education Study Committee (LESC) requires this information, a method should be
devised so that this information could be collected by the Department of
Finance and Administration and reported to LESC on a monthly basis. Project codes may have to be assigned for
tracking in the financial system but the data would be timely. Collection, after-the-fact, for significant
periods of time is an inefficient method of collecting financial information.
