SUMMARY

 

     Synopsis of Bill

 

Senate Bill 199 appropriates $300.0 to the Board of Regents of New Mexico Western University to fund a labor market analysis, an educational program design study and facilities design for the Southwestern New Mexico Workforce Training development Center.   

 

     Significant Issues

 

The DOL analysis states that this appropriation to fund a labor market study may be duplicative of efforts currently underway.   The Southwestern Area Workforce Development Board funded a study which is currently underway.  In addition, DOL’s Economic Research and Analysis bureau (ER&A) currently provides labor market information through a federal/state cooperative agreement.

 

Neither study, it appears, addresses developing designs for education programs and\or buildings.

 

 

FISCAL IMPLICATIONS

 

The appropriation of $300.0 contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

 

OTHER SUBSTANTIVE ISSUES

 

This funding request was not included in the funding recommendations submitted to the CHE by the Board of Regents of Western New Mexico University and, thus, was not reviewed by the CHE.

 

POSSIBLE QUESTIONS

 

1.                  Is the study proposed duplicative of the efforts by DOL and others?

2.                  Of the three purposes for funding by this bill, is any one considered more important than the others ?
