Synopsis
of SCORC Amendment
The Senate Corporations and Transportation
Committee amendment to Senate Bill 3 reduced the original appropriation
contained in this bill from $145.0 million to $130.0 million. This bill contains
an emergency clause.

Synopsis
of Original Bill
Senate Bill 3 appropriates $145 million to
continue the four-lane expansion of U.S. Highway 666 from Navajo Route 9 to
Navajo Route 36 near Shiprock. This bill contains an emergency clause.
Significant
Issues
Completion of this project will require
negotiation of right-of-way and utility easement agreements between the State
Highway and Transportation Department (SHTD) and the Navajo Nation.
The SHTD received $1 million in federal funds
for the preliminary design phase of this project. According to the SHTD, these funds have been used to enter into a
cooperative agreement with the Navajo Nation for pre-construction activities.
Additionally, SHTD has budgeted $7.5 million for completing design services
related to the U.S. 666 project.
FISCAL IMPLICATIONS
The appropriation of
$130,000.0 contained in this bill is a recurring expense to the general fund.
Any unexpended or unencumbered balance remaining at the end of FY 2006 shall revert
to the general fund. This bill contains
an emergency clause.
The SHTD states that
completion of this project will require ongoing substantive operations and
maintenance budget increases for two SHTD districts encompassing this project.
ADMINISTRATIVE IMPLICATIONS
The SHTD states that
SB3 will require increased manpower and support equipment utilization for two
SHTD district offices affected by this project.
