SUMMARY

 

     Synopsis of Bill

 

House Bill 128 appropriates $250.0 from the general fund to the Board of Regents of New Mexico State University to meet NCAA (national collegiate athletic association) and federal requirements by providing for scholarships and coaching and athletic trainer positions.

 

     Significant Issues

 

This request was submitted as an expansion request by NMSU and is intended to cover employee, supplies and program expenses.  The CHE reports that the $250.0 would be an increase of 9.0% over the current appropriation for the program and includes the reinstatement of a funding reduction in the 2002 General Appropriation Act.

 

FISCAL IMPLICATIONS

 

The appropriation of $250.0 contained in this bill is a recurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

This request was submitted to and approved by the NMSU Board of Regents and was ranked as one of eight #1 priorities out of 13 research and public service new or expansion requests submitted to CHE.  However, the CHE did not recommend funding for this program.

1.                  What are the consequences of not this funding requeté?

2.                  Specifically, what non-compliance deficiencies is this funding request intended to overdose?

3.                  Is NMSU the only institution facing this  type of probloc?
