SUMMARY
Synopsis
of Bill
House Bill 51
appropriates $150,000 from the General Fund to the Office of Indian Affairs for
the purpose of funding three additional full-time employees for the capital
projects team.
Significant
Issues
The Office of Indian Affairs reports the current
portfolio of capital projects consists of 315 projects, and represents $25
million in appropriations. Additional staff is required to assist with capital
projects and associated expertise to support local tribal government
demand. Many of the capital projects administered
by the OIA take the entire authorized term to complete. Technical support in the plan, design and
engineering phase is essential to moving the projects along at a faster pace.
FISCAL IMPLICATIONS
The appropriation of
$150.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance
remaining at the end of fiscal year 2004 shall revert to the general fund.
