SUMMARY

 

     Synopsis of Bill

 

Senate Joint Memorial 83 recommends to the legislature and governor that state law  be amended to name the CHE as the “ eligible agency” as defined in the Adult Education and Family Literacy Act, in place of the state department of public education.

 

     Significant Issues

 

According to SDE, if the ABE program is transferred to CHE , the joint memorial requests that the CHE study the following elements of the Adult Basic Education (ABE) program:

 

  • Administrative structure
  • Funding streams
  • Program delivery
  • Data collection methods.

The joint memorial also requests that the CHE consider forming a broad-based adult education and literacy advisory council to the Commission.

 


FISCAL IMPLICATIONS

 

Senate Joint Memorial does not contain an appropriation.

 

ADMINISTRATIVE IMPLICATIONS

 

According to CHE, the requests in SJM 83 represent significant impact on the Commission’s workload. The Commission’s position that the single FTE currently funded for statewide ABE administration is neither adequate nor appropriate staffing.
