SUMMARY

 

     Synopsis of Bill

 

SJM 55 requests the State Highway and Transportation Department to direct more of its efforts and federal funding on improving bicycle and pedestrian access and on traffic-calming projects in school zones rather than simply building and widening intersections.

 

SJM 55 further requests the State Highway and Transportation Department work with its bicycle, pedestrian and equestrian committee, with school districts and law enforcement agencies and with parents, teachers and school administrators to develop innovative programs and initiative to create safe routes to school.

 

The State Highway and Transportation Department is requested to present its findings and recommendation to the appropriate interim legislative committee by October 30, 2003. 

 

 

FISCAL IMPLICATIONS

 

The State Highway and Transportation Department has a limited amount of federal revenues for projects.  The Department notes that meeting the intent of the Memorial will impact the selection of other projects and program funding.

 

RELATIONSHIP

 

SJM 55 and HM 16 are duplicates; SB556 and HB729 relate which are Safe Routes to School bills.
