SUMMARY

 

     Synopsis of Bill

 

House Joint Memorial 79 directs the Commission on Higher Education (CHE) and the State Department of Education (SDE) to study the Concurrent Enrollment (CE) Program.

 

     Significant Issues

 

 House Joint Memorial 79 directs these two agencies to establish an advisory committee to gain input from students, parents, public school and postsecondary administrators to create a more user-friendly approach to supporting students in the CE Program. The legislation requests that the findings and recommendations be presented to the Legislative Education Study Committee, (LESC).

 

Concurrent Enrollment refers to enrollment of capable secondary level students in academic and vocational courses at postsecondary institutions for which they are eligible to receive credit at both the secondary and postsecondary levels.

 

According to SDE, for several years both the SBE and the CHE have received feedback regarding concerns about the state Concurrent Enrollment Program. Issues and questions were raised about funding, eligibility, administration, and implementation of the program.

 

FISCAL IMPLICATIONS

 

House Joint Memorial 79 does not contain an appropriation.

 

ADMINISTRATIVE IMPLICATIONS

 

According to SDE and CHE, the requests in this memorial will have significant administrative impact. The staff from both agencies will support the requests of the legislation.

 

TECHNICAL ISSUES

 

House Joint Memorial 79 does not indicate the date of which recommendations are to be presented to the Legislative Education Study Committee (LESC).
