Senate Floor Amendment #1 to House Joint
Memorial 77 deletes the following language, which was added to HJM 77 in House
Floor Amendment #1:
WHEREAS, recent laboratory business and management
practices have been lax, but the university has demonstrated a willingness to
improve its oversight of the laboratory and regain some of the authority the
university had delegated to laboratory directors, and the university has the
means and the ability to do an excellent job of managing the laboratory; and

is inserted:
"WHEREAS,
the laboratory has been a source of employment, economic stability and educational
enrichment for generations of New Mexicans; and
WHEREAS,
recent laboratory business and management practices have been lax, but the
university has demonstrated a willingness to improve its oversight of the
laboratory and regain some of the authority the university had delegated to
laboratory directors, and the university has the means and the ability to do an
excellent job of managing the laboratory; and
WHEREAS,
the state of New Mexico stands ready to do its part to strengthen the relationship
and contribute to a vision that will make all New Mexicans proud of the
partnership between the university, the laboratory and the department of energy;
and
WHEREAS,
the laboratory and university have made significant contributions to national
security, global threat reduction and advancements in science and technology
throughout the world;".
This amendment also specifies that a copy of
this memorial should also be transmitted to the United States Under Secretary
for National Security.
