Senate Joint
Resolution 11 amends Article IV, Section IV of the New Mexico Constitution providing
for the following: (a) state Representatives to be elected for terms of four
years commencing at the November 2004 general election; (b) Legislative
elections will be held in off gubernatorial election years; and (c)
incorporating NMSA 1978, Section 2-8D-4 (2002 Senate Redistricting Act) and
NMSA 1978, Section 2-7C-5 (House 1991 Redistricting Act) covering the appointment
process for vacancies in multi-county legislative seats into constitutional language.
FISCAL IMPLICATIONS
No appropriation is
contained in this bill. However, a $30.0
non-recurring impact to the general fund will likely occur in FY 05 (the next
general election is in November 04) for advertising and printing costs incurred
by the Secretary of State for this ballot measure. The impact to the general fund will occur in
the preceding fiscal year if a special election is called prior to November
04.
