SUMMARY
Synopsis of Bill
Senate Bill 439 appropriates
$75.0 from the general fund to the 13th Judicial District Court for
the purpose of funding a fulltime child support hearing officer for the
remainder of fiscal year 2003 and for fiscal year 2004.
SB 439 contains an
emergency clause so that this act can take effect immediately.
Significant
Issues
FISCAL IMPLICATIONS
Of the appropriation
amount contained in this bill ($75.0), $70.0 is a recurring expense to the
general fund. Any unexpended or
unencumbered balance remaining at the end of fiscal year 2004 shall revert to
the general fund.
RELATIONSHIP
HB 52 increases
salaries for Supreme Court justices, all state judges, special commissioners
and hearing officers effective
HB 227 provides for an
increase in the number of child support hearing officers and support staff
within the Human Services Department.
TECHNICAL ISSUES
The 13th district suggests that the
general fund portion for the child support hearing officer be appropriated
directly to the Human Services Department Child Support Enforcement Fund instead
of the court.
