Synopsis
of Bill
Senate Bill 394 requires school districts to track high school graduation rates and reasons for non-graduation and report them as part of the annual accountability report.
Significant
Issues
According to SDE, the No Child Left Behind Act of 2001, requires consistent reporting of graduation rates as the “other” indicator for school ratings. While the SDE does have a definition of graduation rate, the concept will have to be more clearly defined with regard to NCLB.
FISCAL IMPLICATIONS
Senate Bill 394 does
not contain an appropriation.
ADMINISTRATIVE IMPLICATIONS
The SDE reports that
the definition of graduation rate must be aligned with the National Center of
Educational Statistics and NCLB.
OTHER SUBSTANTIVE ISSUES
SDE indicates that the
number of students who graduate from each high school are collected on the
Accountability Data System but numbers are not always consistently reported by
all districts. The reasons for non-graduation are collected on a separate
database used for collecting data to report to the national dropout study.
