SUMMARY

     Synopsis of Bill

Senate Bill 185 appropriates $20.0 from the general fund to the SDE for expenditure in fiscal year 2004 to provide for out-of-district speakers for the extra support for a principals mentor

program of the Albuquerque Public Schools (APS).

     Significant Issues

Continued professional development activities are common practices in business, industry, and education.  These training activities provide for improvement at the management level.  It is expected improved management skills for school administrators will lead to improving the opportunities for academic success for public school students in APS.

FISCAL IMPLICATIONS

The appropriation of $20.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of fiscal year shall revert to the general fund.

RELATIONSHIP

SB 185 relates to SB 219, Public School Professional Development and HB 159,         School

Personnel development Programs, identical bills that appropriate funds for professional development programs approved by the legislature.

POSSIBLE QUESTIONS

1.                  How are mentoring activities for APS principals currently funded?

2.                  How are mentoring activities coordinated within APS?

3.                  Do the principals in APS have a “principals” organization that advocates on behalf of the district’s principals?

4.                  If so, does this organization apply for training grants?
