SUMMARY
Synopsis
of Bill

appropriates $290.0 to SDE to create a water conservation education program in
Significant
Issues
The legislation promotes the water conservation program include curriculum development, a literacy program, community service and documentary and brochure development.
FISCAL IMPLICATIONS
House Bill 641
appropriates $290.0 from the general fund and is recurring.
ADMINISTRATIVE IMPLICATIONS
According to SDE, the
department would be required to develop and implement the program and ensure
that the program include a curriculum, a literacy program, community service, a
documentary and a brochure. The SDE may require additional FTE to fulfill the
requirements of the legislation.
OTHER SUBSTANTIVE ISSUES
According to the
Office of State Engineer, the agency has an existing water conservation education
program in place, which has been minimally funded and therefore, limited in its
scope. However, it already has a track record of developing and distributing
educational curriculum and other materials and holding teacher workshops. The
agency requests that there should be a requirement for coordinating the
development of the program with the Office of the State Engineer.
