Synopsis
of Bill
House Bill 382 amends
Section 1-2-17 NMSA 1978 to permit the secretary of state to determine which
counties with a population of one hundred thousand or more require supervision
at precinct board election schools.
Significant
Issues
The present statute mandates the secretary of
state to supervise at precinct board election schools. According to the secretary of state (SOS)
the Bureau of Elections staff is unable to attend election schools in all four
Class A Counties. At the time the
statute was written Bernalillo County was the only Class A County.
Because the last two weeks before an election is
the most demanding time for the Bureau of Elections and because precinct board
schools are scheduled during this time, the SOS is unable to send personnel
capable of conducting schools to all four Class A Counties.
The current predicament with the secretary of
states office can be minimized by altering the existing law to permit the
secretary of state to have some discretion to determine which counties require
supervision.
ADMINISTRATIVE IMPLICATIONS
The bill may help
alleviate some of the administrative problems that currently exist with the secretary
of state regarding supervision of election schools in all 4 Class A Counties.
