SUMMARY
Synopsis
of Bill
Senate Bill 85
proposes to allow state park employees, who are certified law enforcement officers,
to assist duly qualified full-time peace officers in emergency situations
occurring outside of state park boundaries and proposes to expand insurance
coverage for these employees during these occurrences. The bill also makes
minor corrections to the statute.
FISCAL IMPLICATIONS
Enactment of SB85 could have a fiscal impact,
but the amount would not be expected to be significant. Areas of increased cost
would include overtime, incremental increases for select insurance coverage,
and potentially, added temporary staff support to cover state park facilities
during times of park employees absence.
ADMINISTRATIVE IMPLICATIONS
The State Parks
Division would be required to promulgate rules to establish this increased responsibility
for park employees.
CONFLICT, DUPLICATION, COMPANIONSHIP,
RELATIONSHIP
The State Parks
Division notes that Section 29-4A-3B NMSA 1978 should be revised to identify
park employees who perform official functions per SB85 as eligible for the
death benefit outlined in this statute.
