AN ACT

RELATING TO HORSE RACING; REQUIRING LICENSED HORSE RACING TRACKS TO GIVE PRIORITY TO NEW MEXICO TRAINERS FOR ACCESS TO STALL SPACE; ENACTING A NEW SECTION OF THE HORSE RACING ACT.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. A new section of the Horse Racing Act is enacted to read:

"[NEW MATERIAL] ACCESS TO STALL SPACE.--Licensed horse racing tracks shall give priority to trainers who reside in New Mexico and train New Mexico-bred horses for access to stall space. Licensed horse racing tracks shall not deny access to stall space to trainers who reside in New Mexico and train New Mexico-bred horses."

Section 2. EFFECTIVE DATE.--The effective date of the provisions of this act is July 1, 2003.
