has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:



1. On page 2, line 8, strike "interests of consumers and investors" and insert in lieu thereof "public interest, consumer interest and investor interest".



2. On page 4, line 22, after (5) insert "pursuant to the public regulation commission's rulemaking authority,".
