AN ACT

MAKING AN APPROPRIATION TO THE OFFICE OF THE STATE ENGINEER FOR THE PURPOSE OF PURCHASING, INSTALLING AND STUDYING ALTERNATIVE DEVICES TO ACCURATELY MEASURE THE FLOW OF RIVER WATER.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION--OFFICE OF THE STATE ENGINEER.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the office of the state engineer for expenditure in fiscal year 2004 to purchase, install and study prototypes of alternative devices that accurately measure the flow of river water on a real-time basis. In carrying out the purpose of this section, the office of the state engineer shall consult with and utilize the services of the Los Alamos national laboratory and the Sandia national laboratories. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
