Your CONFERENCE COMMITTEE, to whom has been referred



SENATE FINANCE COMMITTEE SUBSTITUTE FOR SENATE FINANCE COMMITTEE SUBSTITUTE FOR SENATE BILL 655, as amended





has had it under consideration and reports same with the following recommendations:



1. Senate Floor Amendment 1 be APPROVED.



2. The following house appropriations and finance committee amendments be APPROVED:



Nos. 1 through 4, 6 through 28, 32 through 36, 38 through 41, 43, 44, 46 through 50, 52 through 54, 57 through 62 and 64 through 68.



3. The following house appropriations and finance committee amendments be DISAPPROVED:



Nos. 5, 29, 30, 31, 37, 42, 45, 51, 55, 56 and 63.



4. Item 1 of House Floor Amendment 1 be APPROVED.



5. Item 2 of House Floor Amendment 1 be DISAPPROVED,



and that the bill be amended further as follows:



6. On page 4, line 14, after the semicolon insert "and" and between lines 14 and 15, insert the following new paragraph:





"(11) five hundred thousand dollars ($500,000) for the New Mexico finance authority for loans to behavioral health clinics;".



7. On page 8, strike Paragraph (11).

8. Renumber the succeeding paragraphs accordingly.



9. On page 9, line 14, strike "and".



10. On page 9, line 17, after the semicolon insert "and" and between lines 17 and 18, insert the following new paragraph:



"(3) five hundred thousand dollars ($500,000) to reduce the projected inmate population by approximately three hundred inmates in fiscal year 2004. The funding shall be used primarily to create additional slots in community corrections programs that will hasten the reintegration process for as many inmates as possible;".



11. On page 9, between lines 24 and 25, insert the following new paragraph:



"(3) five hundred thousand dollars ($500,000) to provide a minimum salary for substitute teachers at seventy-five percent of the average beginning teacher's salary;".



12. Renumber the succeeding paragraphs accordingly.



13. On page 13, line 24, strike the comma and insert in lieu thereof a colon and the paragraph designation "(1)".



14. On page 13, line 25, after the semicolon insert "and" and after line 25 insert the following new paragraph:



"(2) two hundred fifty thousand dollars ($250,000) to study and develop a financing plan for universal health care;".



15. On page 16, line 10, strike "and".



16. On page 16, line 13, after the semicolon insert "and" and between lines 13 and 14, insert the following new paragraph:



"(12) five hundred thousand dollars ($500,000) to continue operation, development and implementation of the state human resource system. The implementation plan shall be reviewed by the chief information officer and the legislative finance committee;".



17. On page 19, line 17, before the semicolon insert "in Santa Fe".



18. On page 20, line 11, strike the money amount and insert in lieu thereof "one million five hundred thousand dollars ($1,500,000)".

21. On page 29, lines 3 and 4, strike the money amount and insert in lieu thereof "ninety-nine thousand one hundred seventy dollars ($99,170)".



22. On page 29, lines 18 and 19, strike the money amount and insert in lieu thereof "eighty-five thousand seven hundred eighty-five dollars ($85,785)".



23. On page 29, lines 21 and 22, strike the money amount and insert in lieu thereof "ninety thousand three hundred dollars ($90,300)".



24. On page 30, lines 10 and 11, strike the money amount and insert in lieu thereof "one hundred sixty-five thousand six hundred dollars ($165,600)".



25. On page 31, between lines 1 and 2, insert the following new subsection:



"B. One million two hundred ninety-four thousand dollars ($1,294,000) is appropriated from the general fund to the commission on higher education for expenditure in fiscal year 2004 to provide faculty of four- and two-year post-secondary educational institutions with a one-half percent salary increase. The salary increases shall be effective the first full pay period after July 1, 2003.".



26. Reletter all subsections and renumber all paragraphs to correspond with all amendments.
