MAKING AN APPROPRIATION TO NEW MEXICO STATE UNIVERSITY FOR THE RANGE IMPROVEMENT TASK FORCE TO CONDUCT QUANTITATIVE FORAGE MONITORING AND ASSESSMENTS ON PUBLIC LANDS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION--NEW MEXICO STATE UNIVERSITY--QUANTITATIVE FORAGE MONITORING AND ASSESSMENTS.--
A. Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the board of regents of New Mexico state university for expenditure in fiscal year 2004 by the range improvement task force pursuant to this section. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
B. The appropriation shall be used by the range improvement task force to establish a monitoring team of impartial resource management experts to conduct quantitative forage monitoring and assessments on public lands.
C. No more than five percent of the appropriation shall be retained by the university for administration fees.
