RELATING TO TOBACCO SETTLEMENT REVENUE; MAKING APPROPRIATIONS FROM THE TOBACCO SETTLEMENT PROGRAM FUND.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATIONS.--
A. The following amounts are appropriated from the tobacco settlement program fund to the following agencies for the specified purposes for expenditure in fiscal year 2004:
(1) six million dollars ($6,000,000) to the department of health for comprehensive tobacco use prevention and cessation programs that are community-based, culturally appropriate and designed to achieve the "best practices" standards developed by the federal centers for disease control and prevention, including school-based youth and parent programs, media and public awareness campaigns and partnerships with disparate populations;
(2) two million five hundred thousand dollars ($2,500,000) to the department of health for an early intervention program for at-risk children;
(3) two hundred fifty thousand dollars ($250,000) to the department of health for the statewide tobacco education prevention program;
(4) forty-two thousand dollars ($42,000) to the department of health for the purchase of a pulmonary function analyzer, office equipment and furniture for a collaborative program on chronic disease risk reduction in Taos county;
(5) two hundred fifty thousand dollars ($250,000) to the department of health to provide automatic external defibrillators in state and local government buildings and vehicles;
(6) two hundred thousand dollars ($200,000) to the department of health for a comprehensive cancer control plan implementation;
(7) one hundred thousand dollars ($100,000) to the department of health for public education on prostate cancer;
(8) one million five hundred thousand dollars ($1,500,000) to the board of regents of the university of New Mexico for the health sciences center for research programs as follows:
(a) three hundred seventeen thousand six hundred dollars ($317,600) for genomics core facilities;
(b) three hundred seventy-four thousand eight hundred dollars ($374,800) for epidemiology;
(c) one hundred fifty-three thousand five hundred dollars ($153,500) for enhanced tobacco-related research;
(d) two hundred ten thousand five hundred dollars ($210,500) for clinical research and trials; and
(e) four hundred forty-three thousand six hundred dollars ($443,600) for biocomputing;
(9) six hundred fifty thousand dollars ($650,000) to the board of regents of the university of New Mexico for health programs as follows:
(a) fifty thousand dollars ($50,000) for area health education centers;
(b) one hundred fifty thousand dollars ($150,000) to the center for telehealth;
(c) fifty thousand dollars ($50,000) to the los pasos program; and
(d) four hundred thousand dollars ($400,000) for pediatric oncology;
(10) one million seven hundred fifty thousand dollars ($1,750,000) to the board of regents of the university of New Mexico for the health sciences center to contract for research on emphysema and lung cancer detection and treatment;
(11) one million three hundred thousand dollars ($1,300,000) to the human services department for a breast and cervical cancer treatment program; and
(12) six hundred thousand dollars ($600,000) to the New Mexico veterans' service commission to contract for an assisted-living program for veterans with lung disease.
B. Any unexpended or unencumbered balances remaining at the end of fiscal year 2004 shall revert to the tobacco settlement program fund.
