MAKING APPROPRIATIONS FOR ALCOHOLISM AND SUBSTANCE ABUSE TREATMENT IN NORTHERN NEW MEXICO; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION--WOMEN'S PROGRAM.--Six hundred thousand dollars ($600,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2003 and 2004 for the purpose of contracting for women's alcoholism and substance abuse treatment services based in Velarde in Rio Arriba county, to include gender-specific and culturally appropriate components of substance abuse and psychological counseling, human immunodeficiency virus and hepatitis virus counseling, preventive health and life skills education, academic remediation, transportation, housing, child care, nutrition specific to the healing of addiction, employment referral and training, long-term case management and follow-up services. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
Section 2. APPROPRIATION--DETOXIFICATION SERVICES.--Four hundred thousand dollars ($400,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2003 and 2004 for the purpose of contracting for a regional medically supervised best-practices alcohol and substance abuse detoxification program, based in Rio Arriba county, including nutrition specific to the healing of addiction and culturally appropriate residential services in the county facility in Velarde, to address the medical and psychiatric needs of persons detoxifying from alcohol, heroin and other opiates, sedatives and stimulant addictions. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
Section 3. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
