1. On page 1, lines 12 and 13, strike "; MAKING AN APPROPRIATION".

2. On page 2, line 4, strike "Adjusted Average Units Per MEM" and insert in lieu thereof "1.5".

3. On page 2, strike lines 22 through 24 in their entirety.

4. Renumber the succeeding paragraphs accordingly.

5. On page 3, strike Section 2 in its entirety.
