AN ACT

MAKING AN APPROPRIATION TO FUND STATEWIDE PROGRAMS FOR THE HOMELESS; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. One million dollars ($1,000,000) is appropriated from the general fund to the human services department for expenditure in fiscal years 2003 and 2004 for the purpose of contracting for various services and programs statewide for homeless persons, as follows:

(1) five hundred thousand dollars ($500,000) to fund emergency shelters, for transitional housing and for mental health services for the homeless, veterans services and case management services;

(2) two hundred fifty thousand dollars ($250,000) to match federal funds for the development and operation of permanent supportive housing for disabled homeless; and

(3) two hundred fifty thousand dollars ($250,000) for homeless prevention activities, including therapeutic child care for homeless children and rent assistance to those on the verge of becoming homeless.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
