PROVIDING FOR A COMPREHENSIVE STUDY ON HEALTH CARE AND HEALTH CARE COSTS IN NEW MEXICO; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. TEMPORARY PROVISION--HEALTH CARE STUDY.--The legislative health and human services committee, in consultation with the New Mexico health policy commission, shall conduct a comprehensive study to review or determine the impact of health care expenditures on the health care industry and the state's economy, including compensated and uncompensated costs; the expectations and outcomes of state and national health care reform efforts over the last ten to fifteen years; and the public and private costs of providing health care to all New Mexicans. The New Mexico committee shall provide a written report to the governor and the New Mexico legislative council by November 1, 2004.
Section 2. APPROPRIATION.--Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the legislative council service for the legislative health and human services committee to conduct a study pursuant to Section 1 of this act. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.
