has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:



1. On page 2, lines 1 and 2, strike "elements of the program" and insert in lieu thereof "department".



2. On page 2, line 2, strike "include".



3. On page 2, line 3, strike "provisions for screening" and insert in lieu thereof "screen".



4. On page 2, line 5, strike "or" and insert in lieu thereof "and".



5. On page 2, line 10, strike "provisions for applying" and insert in lieu thereof "apply".



6. On page 2, line 11, strike "or" and insert in lieu thereof "and".



7. On page 2, line 13, after the semicolon insert "and".



8. On page 2, lines 14 and 15, strike "a process to ensure that the department shall".



9. On page 2, line 16, strike the semicolon and insert a period.



10. On page 2, between lines 16 and 17, insert the following new subsection:



"C. The children, youth and families department shall apply to be appointed representative payee on behalf of a child beneficiary in its custody when no other appropriate party is available to serve in that capacity. In its capacity as representative payee, the department shall:".



11. On page 2, line 17, strike "(4)" insert in lieu thereof:



"(1) establish".



12. On page 2, line 19, after "custody" strike the remainder of the line, strike line 20 through "benefits" and insert in lieu thereof "for whom the department serves as representative payee".



13. On page 2, line 23, after the semicolon insert "and".



14. On page 2, line 24, strike "(5)" and insert in lieu thereof:



"(2) establish".



15. On page 3, line 5, strike "and".



16. On page 3, between lines 10 and 11, insert the following new subparagraph:

"(d) for the purpose of assisting a child making the transition from the custody of the department to self-sufficient living, by conserving the social security benefits of the child beneficiary in lieu of reimbursing the department for foster care maintenance beginning ninety days prior to the eighteenth birthday of a child in the custody of the department.".



17. On page 3, strike lines 11 through 22 in their entirety.
