Your APPROPRIATIONS AND FINANCE COMMITTEE, to whom has been referred



HOUSE BILL 848



has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:



1. On page 1, line 13, after "EXAMINERS" insert "AND CERTAIN OTHER LICENSING BOARDS".



2. On page 1, line 14, strike "; MAKING AN APPROPRIATION".



3. On page 2, line 16, strike "the Medical Practice Act" and insert "a board's practice act".



4. On page 3, between lines 8 and 9, insert the following:



"Section 2. A new section of Chapter 24, Article 2D NMSA 1978 is enacted to read:



"[NEW MATERIAL] PAIN MANAGEMENT CONTINUING EDUCATION REQUIRED.--Each board shall require pain management continuing education for all licensees who treat patients for pain."".



5. Renumber the succeeding sections accordingly.



6. On page 3, line 19, strike "subject to disciplinary" and insert in lieu thereof "disciplined pursuant to board".



7. On page 3, line 21, after "guideline" insert "by the licensee".



8. On page 3, line 22, strike the underscored language and remove the opening bracket and line-through.



9. On page 3, line 23, remove the line through "testimony." and insert an opening bracket before "If".



10. On page 3, line 24, strike the underscored language and the period.



11. On page 7, line 13, after "annually" insert "review," and after "update" insert "and replace".



12. On page 7, line 14, after "guidelines" insert "as necessary".



13. On page 8, lines 8 and 9, strike "educational efforts for both consumers and professionals and".



14. On page 8, line 12, after the period insert:



"The council shall also review and recommend educational efforts in pain management for both consumers and health care providers to each board of health care providers who treat pain.".



15. On page 8, lines 13 through 18, strike Section 5 in its entirety.
