MAKING AN APPROPRIATION TO THE LOCAL GOVERNMENT DIVISION OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO PROVIDE ENGINEERING AND ENVIRONMENTAL SERVICES TO THE VILLAGE COUNCIL OF THE VILLAGE OF QUESTA FOR DEVELOPMENT OF FUTURE ACTIVITIES AT THE MOLYCORP MINE; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--One hundred thousand dollars ($100,000) is appropriated from the general fund to the local government division of the department of finance and administration for expenditure in fiscal years 2003 and 2004 to contract for engineering and environmental services needed to assist and advise the village council of the village of Questa regarding development of the future activities of the MOLYCORP mine. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
