MAKING AN APPROPRIATION FOR AN EIGHT-COUNTY REGIONAL ALCOHOL TREATMENT CENTER.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--

A. Twenty-two million five hundred thousand dollars ($22,500,000) is appropriated from the DWI program fund to the department of health for expenditure in fiscal years 2004 through 2008 to fund the operation of an eight-county regional alcohol treatment center and intensive after-care and transitional living programs in Curry, De Baca, Guadalupe, Harding, Quay, Roosevelt, San Miguel and Union counties as follows:

(1) eleven million dollars ($11,000,000) to fund the operation of a regional alcohol treatment center and inpatient alcohol treatment facility in Fort Sumner in De Baca county that will provide for:

(a) alcohol treatment services to residents of Curry, De Baca, Guadalupe, Harding, Quay, Roosevelt, San Miguel and Union counties;

(b) payment for the use of the facility, utilities, supplies, office equipment and salaries of treatment providers and support staff; and

(c) quality assurance and evaluation services to monitor alcohol-related statistics; and

(2) eleven million five hundred thousand dollars ($11,500,000) for intensive after-care and transitional living programs that will enhance and supplement existing programs in Curry, De Baca, Guadalupe, Harding, Quay, Roosevelt, San Miguel and Union counties, including:

(a) a comprehensive alcohol treatment after-care and follow-up program;

(b) a youth treatment and after-care program;

(c) a transportation system to and from the regional alcohol treatment center;

(d) a coordination, planning and evaluation program to be administered by no fewer than two representatives from the county health and wellness councils of each county;

(e) a board of advisers representing each county that will participate in alcohol prevention- and treatment-related training programs. A board member shall not receive compensation for the performance of his duties but shall be paid per diem and mileage for attendance at board and training meetings as provided in the Per Diem and Mileage Act; and

(f) a quality assurance and evaluation services program to monitor alcohol-related statistics.

B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2008 shall revert to the DWI program fund.
