AN ACT

MAKING AN APPROPRIATION TO THE UNIVERSITY OF NEW MEXICO TO EXPAND ASSISTANCE TO SMALL BUSINESSES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Five hundred thousand dollars ($500,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2004 to collaborate with the Barelas job opportunity center to expand services to small businesses and workforce programs, create a statewide business certification program, expand small business mentorship programs and implement long distance learning programs for businesses in rural New Mexico. The appropriation is contingent on certification from the university of New Mexico's continuing education division and acquisition of a ten percent match in funds or in-kind services from private sources. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
