MAKING AN APPROPRIATION TO THE UNIVERSITY OF NEW MEXICO TO IMPLEMENT A STATEWIDE E-COMMERCE PROGRAM.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION.--Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2004 to collaborate with the Barelas job opportunity center in implementing the eMercadoNm.com program statewide. The appropriation is contingent on certification from the university of New Mexico continuing education division and acquisition of a minimum of a ten percent match in funds or in-kind services from private sources. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
