Your FINANCE COMMITTEE, to whom has been referred

HOUSE BILLS 190 & 257

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 24, after "alcoholism" strike the first occurrence of "and" and insert in lieu thereof a comma.

2. On page 1, line 24, after "abuse" insert ", drug addiction or drug abuse".

3. On page 2, line 2, after "alcoholism" insert a comma and strike "or".

4. On page 2, line 2, after "abuse" insert ", drug addiction or drug abuse".

5. On page 2, line 10, strike "Subsection" insert in lieu thereof "Subsections".

6. On page 2, line 11, after the underscored "D" insert "through H".

7. On page 2, line 16, after the period insert "Money in the fund may be used for drug courts.".

8. On page 2, lines 18 and 19, strike "five million three hundred thousand dollars ($5,300,000)" and insert in lieu thereof "seven million one hundred thousand dollars ($7,100,000)".

9. On page 4, between lines 3 and 4, insert the following new subsections to read:

"E. One million five hundred thousand dollars ($1,500,000) of the liquor excise tax revenues distributed to the local DWI grant fund is appropriated to the administrative office of the courts for the drug court program.

F. Three hundred thousand dollars ($300,000) of the liquor excise tax revenues distributed to the local DWI grant fund is appropriated to the division for the interlock device fund to cover the costs of installing and removing ignition interlock devices for indigent people who are required, pursuant to convictions under Section 66-8-102 NMSA 1978, to install those devices in their vehicles. The department of finance and administration shall establish a standard for determining indigency. The standard shall not be less than one hundred thirty percent of the eligibility standard for public assistance.".

10. Reletter the succeeding subsections accordingly.

11. On page 5, line 9, strike the underscored "E" and insert in lieu thereof "G".

12. On page 6, line 25 and on page 7, line 1, strike "five million three hundred thousand dollars ($5,300,000)" and insert in lieu thereof "seven million one hundred thousand dollars ($7,100,000)".

13. On page 8, line 22, strike "Subsection" and insert in lieu thereof "Subsections".

14. On page 8, line 23, strike the underscored "D" and insert in lieu thereof "C through H".
