Your EDUCATION COMMITTEE, to whom has been referred



HOUSE BILL 150



has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 2, line 6, strike "and".



2. On page 2, between lines 6 and 7, insert the following new subsections to read:



"D. ensure that the department of education partners with tribes to increase tribal involvement and control over schools and the education of students located in tribal communities;



E. encourage cooperation among the educational leadership of Arizona, Utah, New Mexico and the Navajo Nation to address the unique issues of educating students in Navajo communities that arise due to the location of the Navajo Nation in those states;".



3. Reletter the succeeding subsection accordingly.



4. On page 2, line 11, strike the period and quotation marks and insert in lieu thereof a semicolon.



5. On page 2, between lines 11 and 12, insert the following new subsections to read:



"G. ensure that parents; tribal departments of education; community-based organizations; the department of education; universities; and tribal, state and local policymakers work together to find ways to improve educational opportunities for American Indian students;



H. ensure that tribes are notified of all curricula development for their approval and support;



I. encourage an agreement regarding the alignment of the bureau of Indian affairs and state assessment programs so that comparable information is provided to parents and tribes; and



J. encourage and foster parental involvement in the education of Indian students."".



6. On page 4, line 17, before "teachers", insert "educational assistants,".



7. On page 4, line 20, after the subparagraph designation, insert "retention and".



8. On page 4, line 24, strike "and".



9. On page 4, between lines 24 and 25, insert the following new paragraph to read:



"(9) develop curricula to provide instruction in tribal history and government and develop plans to implement these subjects into history and government courses in school districts throughout the state;".



10. Renumber the succeeding paragraph accordingly.



11. On page 5, line 2, strike the period and quotation marks and insert in lieu thereof "; and" and between lines 2 and 3, insert the following new paragraph to read:



"(11) develop a plan to establish a post-secondary investment system for Indian students to which parents, tribes and the state may contribute."".



12. On page 5, line 7, after "of", strike the remainder of the line, strike all of lines 8 through 11 and insert in lieu thereof "fourteen members as follows:



(1) four representatives from the Navajo Nation;



(2) two representatives, one from the Mescalero Apache Tribe and one from the Jicarilla Apache Nation;



(3) four representatives, two from the southern pueblos and two from the northern pueblos; and



(4) four members representing urban areas, the bureau of Indian affairs, head start organizations and the general public, at least one of whom shall be non-Indian, but all of whom shall have knowledge of and involvement in the education of Indian students."".



13. On page 7, lines 22 and 23, strike "Three million five hundred thousand dollars ($3,500,000) and insert in lieu thereof "Two million five hundred thousand dollars ($2,500,000)".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
