A JOINT MEMORIAL
REQUESTING THE CHIEF INFORMATION
OFFICER TO CREATE A CENTER FOR TELECOMMUNICATION ADVANCEMENT.
WHEREAS, technological
advancement has provided New Mexico and the rest of the nation with powerful
and dynamic tools that permit instant communication and access to information;
and
WHEREAS, private organizations
have made use of the internet to deliver timely information and offer new goods
and services; and
WHEREAS, federal, state and
local governments have similarly provided a large array of services and
information to the general public through web-based platforms; and
WHEREAS, state government
strives to offer public services through the internet to provide enhanced
access to services in a more cost-effective manner; and
WHEREAS, state government has
purchased and developed numerous computer systems that meet specific needs that
may not be compatible or uniform for real-time and user-friendly information sharing;
and
WHEREAS, the internet provides
the potential for improved economic development opportunities for the public
and private sectors, encouraging increased business formation in the state as
well as increased tourism; and
WHEREAS, the ability to develop
a highly effective level of communication and connectedness is a worthy,
cost-effective and attainable objective;
NOW, THEREFORE, BE IT RESOLVED
BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the chief information
officer, in conjunction with the information technology oversight committee and
the office of the governor, create, within the information technology
management office, the center for telecommunication advancement that will be
charged with the responsibility to provide a new level of digital connectedness
for state and local agencies to enhance the delivery of services; and
BE IT FURTHER RESOLVED that
copies of this memorial be transmitted to the governor, the chief information
officer, the information technology oversight committee and the legislative
finance committee.
