A JOINT MEMORIAL
REQUESTING THE DEPARTMENT OF PUBLIC
SAFETY, THE ATTORNEY GENERAL'S OFFICE, THE UNIVERSITY OF NEW MEXICO SCHOOL OF
MEDICINE AND THE ALCOHOL AND GAMING DIVISION OF THE REGULATION AND LICENSING
DEPARTMENT TO COLLABORATE IN A FEASIBILITY STUDY AND PUBLIC EDUCATION CAMPAIGN
FOR DWI PREVENTION PROGRAMS AT ALCOHOL-SERVING AND ALCOHOL RETAIL
ESTABLISHMENTS.
WHEREAS, the mixture of alcohol
and motor vehicles has killed too many people; and
WHEREAS, incarceration and
punitive efforts to curtail DWI tragedies have proven to be politically
controversial and, to some extent, ineffective; and
WHEREAS, strides in effective
policies require out-of-the-box thinking;
NOW, THEREFORE, BE IT RESOLVED
BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the department of public safety,
the attorney general's office and the alcohol and gaming division of the
regulation and licensing department be requested to collaborate in studying the
feasibility of retail alcohol establishments being required to install
breathalyzers and public education posters to inform customers and sales staff
about intoxication and the signs of intoxication in order to prevent tragedies;
and
BE IT FURTHER RESOLVED that the
university of New Mexico school of medicine be requested to provide medical
information on the amount of alcohol in drinks and its relationship to body
height and weight and its intoxicating effects for inclusion in public
education posters and literature to be made available where alcohol is sold or
consumed; and
BE IT FURTHER RESOLVED that
copies of this memorial be transmitted to the secretary of public safety, the
attorney general, the dean of the university of New Mexico school of medicine
and the director of the alcohol and gaming division of the regulation and
licensing department.
